To reduce GHG emissions from buildings and traffic in order to achieve carbon neutrality by the year 2035 with innovative technology.

Procurement background

Helsinki aims to achieve carbon neutrality by the year 2035. The majority of Helsinki's GHG emissions comes from energy supply and transportation. The city seeks to reduce traffic's emissions by 69% from the 2005 level. Helsinki is participating in the AI4Cities-project, that helps cities to achieve their climate action commitments by applying the use of Artificial Intelligence and other related digital technologies.

AI4Cities-project tries to find carbon neutrality accelerating AI solutions with Pre-Commercial Procurement, PCP. Highly innovative PCPs are used in situations where new research and development are needed in order to find a solution that does not yet exist in the market.

PCP challenges companies to develop innovative solutions for public sector's purposes and offers case examples that provide competitive advantage for the companies.

Experts involved in the procurement

The project is coordinated by Forum Virium Helsinki. Other participating entities in the project are the City of Amsterdam, Cap Digital (Paris region), the City of Copenhagen, the City of Tallinn and the City of Stavanger.

Procurement preparation and the market dialogue

The procurement process has three phases, and it begins with a market dialogue that scans the situation in the market. During the market dialogue perspectives on the future development is gathered from technology companies and other related experts. In December 2020 an international call for tenders was published to invite leading AI, Iot and data companies to join the tender process.
