HEUNI published a guide for risk management in national supply chains for public procurement entities

The European Institute for Crime Prevention and Control, affiliated with the United Nations (HEUNI) has produced Labour Exploitation and Public Procurement, a guide for risk management in national supply chains for public procurement entities in Finland. The guide is affialiated with the Action plan for effective public procurement and the implementation of the National Public Procurement Strategy and it has been published online in FInnish, Swedish and English. The guide can be downloaded for free from HEUNI's and Hankinta-Suomi's websites.

The guide includes information about the exploitation of migrant workers and human trafficking in Finland and instructs how to respond when cases of labour exploitation are suspected or encountered. The guide also suggests actions to prevent exploitation at various stages of the procurement process. Similar guidelines for preventing labour exploitation have not been published in Europe before, which gives Finnish contracting entities a unique opportunity to be forerunners on human rights responsibility matters.
